 A Man caught r@ping his severely disabled stepdaughter on several occasions. A man has been apprehended for the repeated sexual assault of his severely disabled stepdaughter. 

Brian Kenneth Urban, aged 51, was captured after the installation of surveillance cameras by the girl’s mother to monitor her seizures.


Urban confessed to five felony charges related to the rape of his stepdaughter, Ashley Vigil, who suffers from Rett syndrome, a rare genetic disorder impacting brain development in girls. Ashley, 31 years old but with the physicality of an eight-year-old, is unable to communicate.


Her mother, Paula Vigil, 49, who provides full-time care, initiated efforts to pass “Ashley’s Law,” aimed at safeguarding vulnerable adults similar to laws protecting children and the elderly.


Despite Urban’s guilty plea, the trauma inflicted upon the victim and her family continues to haunt them. The horrific revelation of Urban’s actions surfaced when Paula, acting on her doctor’s advice, installed cameras to monitor her daughter’s seizures. Instead, she discovered Urban’s despicable acts.


Paula’s belief that her daughter’s seizures were a plea for help underscores the severity of the situation. Following the discovery, Urban was arrested by South Jordan police and is currently incarcerated.


The absence of a mandatory minimum prison sentence for Urban due to Ashley’s age highlights the shortcomings of the legal system. Attorney Nathan Woodward, moved by Paula’s story, offered assistance, advocating for a more comprehensive approach to justice that considers the mental capacity of adult victims.


Paula and Woodward are pushing for “Ashley’s Law” to rectify the systemic inadequacies, aiming to ensure the safety of vulnerable adults. Paula, devastated by the betrayal, vowed to protect her daughter, only to have that promise shattered by Urban’s heinous actions

In a poignant Facebook post, Paula expressed her shock and betrayal, lamenting the loss of trust in someone who was meant to provide care and protection.
